Kentsel yönetimlerde altyapı yönetim bilgi sisteminin oluşturulması : İstanbul Büyükşehir Belediyesi örneği

Abstract

Bu çalışmanın amacı, şehirlerde israfın önüne geçilebilecek, altyapı kurumlarının tüm ruhsat taleplerini tek bir elden yönetilmesini mümkün kılacak bir altyapı bilgi yönetim sistemini geliştirmektir. Böylece mevcut durumdaki kurumlararası iletişim eksiklikleri giderilebilecektir. Araştırma akıllı şehir konsepti çerçevesinde kurumlar arası koordinasyonu güçlendirmesi açısından önemlidir. Çünkü şehirlerde altyapı çalışmalarının eş zamanlı ve koordinasyonlu bir şekilde çalışılması gerekmektedir. Belediyelerce oluşturulan altyapı bilgileri, araziye ilişkin tüm yatırım ve mühendislik hizmetlerinin temel aldığı bilgilerdir. Ancak iki sebepten dolayı birçok alanda teknik altyapı kadastrosu bilgilerinden yararlanılamamaktadır. Birinci sebep, eldeki bilgilerin araziye ilişkin diğer bilgilerle entegre edilememiş olmasıdır. İkincisi ise konumsal bilgi sistemleri hassas ve verimli şekilde kurgulanamamış olmasıdır. Dolayısıyla büyükşehir genelinde çeşitli kurumlar tarafından yapılan altyapı çalışmalarındaki kazı tekrarları, ciddi kaynak israfına neden olmaktadır. Araştırmada yöntem olarak literatür taraması tercih edilmiştir. Ayrıca nitel yöntemlerden birisi olan uzman görüşüne başvurulmuştur. Bu kapsamda yüzden fazla uzmanın görüşü talep edilmiştir. Araştırmanın sonunda, kentsel yönetimlere yönelik Altyapı Bilgi Sistemi (AYBİS) oluşturulması önerilmiştir. Ayrıca AYBİS’in içerik modülleri tezin çıktısı olarak sunulmuştur. Bu çalışma sayesinde, gelecekte AYBİS’in kentsel yönetimlerde kullanılması hedeflenmektedir.

The aim of this study is to develop an infrastructure information management system that can prevent wastage in cities and can enable all license requests of infrastructure institutions to be managed via a single source. Thus, existing inter-institutional communication deficiencies will be eliminated. Research is vital in terms of strengthening inter-institutional coordination within the framework of smart city concept. Because of the fact that the infrastructure works in cities need to be worked in a synchronized and coordinated manner. The infrastructure information created by the municipalities is the basis on which all investment and engineering services are based. However, technical infrastructure cadastral information cannot be utilized in many areas due to a couple of reasons. First reason is the information at hand cannot be integrated with other land information. Secondly, spatial information systems is not managed to be established precisely and efficiently. Therefore, the excavation repetitions in the infrastructure works carried out by various institutions throughout the metropolitan area cause significant waste of resources. Literature search was preferred as the method in the research. In addition, expert opinion, which is one of the qualitative methods, was used. In this context, the opinion of more than one hundred experts was requested. At the end of the study, it was proposed to establish an Infrastructure Information System (AYBİS) for urban administrations. In addition, the content modules of AYBİS are presented as the output of the thesis. Via this study, AYBİS is aimed to be used by urban administrations in the future.
