Rise and fall of the AK Party’s Kurdish peace initiatives

Abstract

ملخص: تحلل هذه الدراسة مبادرات السلام والمصالحة التي أطلقتها حكومات حزب العدالة والتنمية في الفترة الممتدة بين عامَي (2002-2017) لإيجاد حل للمسألة الكردية، مع التركيز بشكل خاص على عملية المصالحة. كما تناقش الخطوات التي اتُّخِذت في جميع مراحل عملية المصالحة، ونقاط القوة والضعف فيها. ويجادل البعض أن التحديات الرئيسة وأوجه القصور كانت تكمن في التحول في الأولويات السياسية للجهات الفاعلة السياسية الكردية، وتغ ميزان القوى داخل السياسة المحلية التركية، والفرص الجديدة التي ظهرت أمام الحركة الكردية جراء الحرب الأهلية السورية، وما واجهته تركيا من ضبابية بسبب هذه الحرب. وأبرز ما توصلت إليه هذه الورقة هو أن الاضطرابات الإقليمية، وبخاصة الحروب الأهلية الجارية في سوريا والعراق، هي العامل الرئيس الذي عرقل عملية المصالحة.

This study analyzes the peace and reconciliation initiatives of the AK Party governments (2002 until 2017) to address the Kurdish Question. with a special focus on the Reconciliation Process. Steps taken throughout the Reconciliation Process and the strengths and weaknesses of these steps are discussed. It is argued that the main challenges and shortcomings were the shifting political priorities of the Kurdish political actors, the changing balance of power within Turkish domestic politics, a new opportunities presented to the Kurdish Movement by the Syrian Civil War and the uncertainties Turkey faced due to this war. The main conclusion of the paper is that the regional turmoil, especially the ongoing civil wars in Syria and Iraq are the major determinants that blocked the Reconciliation Process.
