Developing a digital maturity model for the NGO sector using a hybrid pythagorean fuzzy CRITIC & WASPAS approach: Application in Türkiye

Abstract

The rapid shift from the industrial to the digital era has fundamentally changed organisations' operational and strategic landscape, where digitalization has become a priority for all sectors. To execute the transformation adequately, the measurement of digital maturity is the first step. Although digital maturity models (DMM) have been discussed and developed for different sectors in the literature, such studies in the NGO sector are lacking due to sector-unique characteristics and challenges. The aim of this study is to close the gap and to propose a personalized model to address the NGO sector. In this study, a novel hybrid model was developed that combines the Pythagorean fuzzy CRITIC and WASPAS methods due to the uncertainty and hesitancy contained in the evaluation. To validate the proposed novel model, an application in Türkiye is presented in the study. The results show that the most notable dimensions of digital maturity are strategy, stakeholders, and operation. In addition, the model indicates that the NGO that owns the adaptive processes for mission delivery, ecosystem management and stakeholder experience are more digitalized. On the other hand, alternatives are assessed by WASPAS. The results show that Istanbul is the highest in the digitalization assessment, followed by Ankara with a slight difference, while Izmir ranks last with a considerable gap.

Endüstriyel çağdan dijital çağa hızlı geçiş, kuruluşların operasyonel ve stratejik yapısını kökten değiştirmiş ve dijitalleşme tüm sektörler için bir öncelik haline gelmiştir. Dönüşümü uygun şekilde gerçekleştirmek için ilk adım, dijital olgunluğun ölçülmesidir. Literatürde farklı sektörler için dijital olgunluk modelleri (DMM) tartışılmış ve geliştirilmiş olsa da, STK sektörünün kendine özgü özellikleri ve zorlukları nedeniyle bu tür çalışmalar bu sektörde yetersiz kalmaktadır. Bu çalışmanın amacı, bu boşluğu doldurmak ve STK sektörüne yönelik kişiselleştirilmiş bir model önermektir. Bu çalışmada, değerlendirmede yer alan belirsizlik ve tereddüt nedeniyle Pisagor bulanık CRITIC ve WASPAS yöntemlerini birleştiren yeni bir hibrit model geliştirilmiştir. Önerilen yeni modeli doğrulamak için çalışmada Türkiye'de bir uygulama sunulmuştur. Sonuçlar, dijital olgunluğun en önemli boyutlarının strateji, paydaşlar ve operasyon olduğunu göstermektedir. Ayrıca model, misyonun yerine getirilmesi, ekosistem yönetimi ve paydaş deneyimi için uyarlanabilir süreçlere sahip STK'ların daha dijitalleştiğini göstermektedir. Öte yandan, alternatifler WASPAS tarafından değerlendirilmektedir. Sonuçlar, dijitalleşme değerlendirmesinde İstanbul'un en yüksek puanı aldığını, onu Ankara'nın küçük bir farkla izlediğini, İzmir'in ise önemli bir farkla son sırada yer aldığını göstermektedir.
