Türk Eğitim Tarihi Çalıştayları II: Türk millî eğitimine dış etkiler [çalıştay sonuç raporu]

Abstract

Bu rapor, 26-27 Şubat 2025 tarihlerinde Türk Eğitim Tarihi Platformu öncülüğünde hazırlanan ve Marmara Üniversitesi ev sahipliğinde düzenlenen "Türk Eğitim Tarihi Çalıştayları II: Türk Millî Eğitimine Dış Etkiler" başlıklı bilimsel toplantının kapsamını, tartışmalarını ve akademik çıktılarını belgelemeyi amaçlamaktadır. Çalıştay, Türk millî eğitim sisteminin tarihsel gelişim sürecinde karşılaştığı dış etkileri; uluslararası aktörler, yabancı uzmanlar, vakıflar ve kurumsal yapılar üzerinden disiplinler arası bir bakış açısıyla değerlendirmiştir. Etkinlik boyunca sunulan bildiriler hem tarihsel belgeler hem de analitik çerçeveler kullanılarak, eğitim sisteminin yabancı modellerle etkileşim süreçlerini ve bu etkileşimlerin pedagojik, yapısal ve ideolojik yansımalarını incelemiştir. Çalıştayda, Türkiye’ye davet edilen yabancı uzmanlar ve hazırladıkları raporlar, Fulbright Antlaşması sonrası eğitim reformları, misyoner okullarının kurumsal etkileri ve Rockefeller Vakfı gibi uluslararası aktörlerin yükseköğretime etkileri ve katkıları gibi temalar tartışılmıştır. Sonuç olarak çalıştay, Türk eğitim sisteminde dış etkilerin yalnızca bir uyarlama süreci olmadığını; yerel dinamiklerle müzakere edilen, kimi zaman da direnç geliştirilen çok katmanlı bir etkileşim biçimi olduğunu ortaya koymuştur. Ayrıca, eğitim tarihçiliğinde disiplinler arası yaklaşımın ve eleştirel metodolojilerin önemini bir kez daha vurgulamıştır. Çalıştay, eğitim tarihi araştırmalarının ulusal ve uluslararası bağlamda güçlendirilmesi için somut öneriler sunarak alana önemli bir katkı sağlamıştır.

This report aims to document the scope, discussions and academic outputs of the scientific meeting titled “History of Turkish Education Workshops II: External Influences on Turkish National Education” held on February 26-27, 2025 and hosted by Marmara University. The workshop examined the external influences that the Turkish national education system has encountered in the historical development process from an interdisciplinary perspective through international actors, foreign experts, foundations and institutional structures. Drawing on both historical documents and analytical frameworks, the papers presented during the event examined the processes of interaction of the education system with foreign models and the pedagogical, structural and ideological reflections of these interactions. The workshop discussed themes such as foreign experts invited to Turkey and their reports, educational reforms after the Fulbright Treaty, the institutional impact of missionary schools, and the influence and contributions of international actors such as the Rockefeller Foundation on higher education. As a result, the workshop revealed that external influences in the Turkish education system were not merely a process of adaptation, but a multi-layered form of interaction that was that involved negotiation with -and occasional resistance from- local dynamics. It also emphasized once again the importance of an interdisciplinary approach and critical methodologies in educational historiography. The workshop has made a significant contribution to the field by providing concrete suggestions for advancing history of education research in national and international contexts.
