Özet
Doğal gaz, doğada herhangi bir işleme tabi olmadan kendiliğinden bulunabilen ancak ulaşılabilmesi, çıkarılması ve dağıtımının farklı teknik faaliyetleri gerektirdiği, yeryüzünde belirli bölgelerde bulunan bir enerji kaynağıdır. Bu kaynağın güvenli bir şekilde depolanması ve dağıtılması, enerji güvenliği ve istikrarı için kritik öneme sahip düzenlemelerdir. Doğal gaz depolama yükümlülüğü, genellikle enerji tedarikçilerine belirli miktarda doğal gazı depolama zorunluluğu getiren bir düzenleme olup, bu yükümlülüğün temel amacı, acil durumların yanı sıra talep artışlarına hızlı bir şekilde yanıt verebilmek, arz güvenliğini sağlamak ve enerji piyasalarında istikrarı korumak olsa da tüm bu hususların amacına ulaşabilmesi aynı zamanda liberal bir doğal gaz piyasasının varlığını da beraberinde getirmektedir. Aksi durumda, doğal gaz tedarikçileri, doğal gazın depolanması yükümlülüğünde ifa güçlüğü problemi ile karşı karşıya kalabileceklerdir.
Natural gas is an energy source that can be found in nature without being subjected to any process, but is found in certain regions on earth, where its access, extraction and distribution require different technical activities. Safe storage and distribution of this resource are critical regulations for energy security and stability. Natural gas storage obligation is a regulation that generally obliges energy suppliers to store a certain amount of natural gas, and the main purpose of this obligation is to respond quickly to increases in demand as well as emergencies, to ensure security of supply and to maintain stability in energy markets and accessibility also brings with it the existence of a liberal natural gas market. Effective implementation of the regulations regarding natural gas storage obligation, constant review and harmonious updating of these regulations are of great importance in terms of adapting to the changing conditions in the energy sector. Otherwise, natural gas suppliers may face difficulty in performing their obligation to store natural gas.
